City of St Albert Erosion and Sediment Control Practices to Protect the Sturgeon River

ABSTRACT

This presentation will review the history of the City’s Sedimentation and Erosion Control Program from 2004 to present day and present the work that was completed in 2025 to further the program.

The program started in 2004, when Associated Engineering developed a Stormwater Management Master Plan, which included assessments of storm sewer outfalls to the Sturgeon River, recommendations for repairing and enhancing the safety and structure of numerous storm outfalls, recommending locations for oil and grit separators (OGS) or sedimentation ponds, and adopting best management practices (BMPs) to minimize erosion and sedimentation.

The City then implemented an Erosion and Sediment Control Program with a capital plan from 2005 onward, completing many upgrades. The program was reviewed in 2010 and 2015 to reassess the upgrade priorities and update the storm outfall inspections and complete more of the recommended upgrades.

The presentation reviews the progress the City of St. Albert has made in the last two decades of the ESC program and moves into the work that has been done recently to continues the City’s efforts to maintain modern best practices and monitoring programs.

In 2025, Stantec began an update City of St. Albert, Engineering Standards for Stormwater Management Facilities (SWMF), OGS and Low Impact Development (LID) and completed a Stormwater Management Facilities Condition Assessment and Bathymetric Survey program.

The presentation will review the major findings of the Engineering Standards update focusing on the OGS and LID updates and the results of the SWMF Condition Assessment and Bathymetric Survey program and its influence on the Engineering Standards update.

Camille Chalifoux, Stantec Consulting

Camille Chalifoux graduated from the University of Alberta with a Bachelor of Science in Civil Engineering and joined Stantec in 2014.

Camille is based out of Stantec’s Edmonton Alberta Office, and has worked on projects that range from storm outfall design, stormwater channel rehabilitation, erosion and sediment control (ESC) design and planning, coordination and deep utility design for large interdisciplinary projects.

Camille is experienced in construction inspection services and enjoys getting to follow the design work through construction.
